If you really want to build one, then I'd go with the 200GE as above. But for that usage case I'd consider the possibility of using an android box possibly, or a NUC... As long as she doesn't mind using a TV for the output, or she already has a monitor to use. A half decent wireless keyb/mouse can make a big diifference to the usability in this case.

There is 8gb, 2x4gb (Dual channel) gives you better performance. It's Also cheaper to buy 2 4gb sticks separately than a pack of 2x4gb sticks

This doesn't include peripherals but I had fun making this one. The processor is cheaper than the 200GE but also faster, as it is a quad-core versus a dual-core running at mostly the same clockspeeds. Also you don't really need a graphics card at all to surf on the web but I grabbed a GT 1030 just in case. It won't run most games, and the few it can not very well, but for checking email and browsing the web it's a great build. (Also cheaper than most other builds here)

Why don't you just get her a laptop instead. A core i3, 8 gb ram, 256 gb SSD should be plenty for her.

It also saves you the budget for monitor, keyboard, mouse and speakers.
