Major Update: The issue has seemingly vanished. I can now successfully launch and play Ghost Recon: Wildlands.
The only thing that has changed is there was a Uplay update on the 18th of December. This seems to have solved the issue entirely as far as I can tell.

I choose nVidia cards, simply because I've never had issues with them, or Intel.

Clearly your experience is different. Could you beg/borrow/steal an nVidia card and see what gives?
