What cable?

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

HD 6950 is WAAAAAAY to old to run 144hz.

You need to buy a GPU that supports HDMI 2.0 at a minimum. From memory your GPU only supports HDMI 1.4.

Main Rig:-

Ryzen 7 3800X | Asus ROG Strix X570-F Gaming | 16GB Team Group Dark Pro 3600Mhz | Corsair MP600 1TB PCIe Gen 4 | Sapphire 5700 XT Pulse | Corsair H115i Platinum | WD Black 1TB | WD Green 4TB | EVGA SuperNOVA G3 650W | Asus TUF GT501 | Samsung C27HG70 1440p 144hz HDR FreeSync 2 | Ubuntu 20.04.2 LTS |

Server:-

Intel NUC running Server 2019 + Synology DSM218+ with 2 x 4TB Toshiba NAS Ready HDDs (RAID0)

Yup thats your problem, not enough bandwidth on HDMI to suply 144fps. But acording to the specs it should be able to do 120fps @ 1080p. so try that.
Else you need to get a Displayport cable. Just be carefull to chekc your GPU first as it can have miniDP connections.

When i ask for more specs, don't expect me to know the answer!
