Does D drive need to be reformated?

You don't really need to do anything, except move everything over to the new platform. Windows should be able to recognize the new devices, and install and activate the necessary driver changes. Biggest issue is maybe reactivating Windows, but that wasn't an issue for me when I moved from Intel to AMD.

I'm going from an AMD to an Intel system soon. I know I need to reset my boot drive for the different platform, but do I need to reformat my other HDD (that won't be a boot drive) for it to work after the reset?

You shouldn't have to.
