USB C to HDMI

Hey all,

My parents have a 4K Roku smart tv and live in a rural mountain area with incredibly limited internet availability. (Very weak satellite internet with a small monthly bandwidth limit. 3/4G data isnt an option either, due to poor signal.) It's so poor that most apps or video content wont open enough to start buffering. 

 

They want to watch netflix/Disney+ content. My idea was that my dad should use a mobile device to download content from said services while he's at work, bring it home and play it on his TV. 

 

From what I understand Chromecast uses your network to communicate, so that's out.

 

I understand that USB C can transmit video, and have found a few listings on amazon for a USB C to HDMI cable. Would his Samsung Note 8 be able to transmit downloaded netflix content from the phone to the TV using only that connection, or is there more to it? (The phone is USB C.)

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

AFAIK netflix blocks putting out video to external displays on mobile devices.
