The RTX 2060, GTX 1660ti, RX 5700 are a few, you can get 1080s, 1070tis, and 1070s for under $400 on ebay as well. But performance and what's best for you will depend entirely on what the rest of your PC's specs are. Can you list your current PC or the parts you plan on getting?

You can get rtx 2060 non supers in that price rage on newegg. Or you can look on eBay for a used 2070.

oof... I'd say go for a 1660ti. Especially if you're using an external GPU with a laptop like that one, might be good to double check it has thunderbolt and support for external GPUs. If you haven't bought the laptop or external GPU enclosure, I'd like to suggest you build a desktop instead. 

Is there any specific reason you are going with this sort of setup?
