Did it show anything during POST or during start-up or did it only fail to show anything in windows? If it didn't show anything at all during POST or start-up, then that would point towards a hardware issue most likely. if it only fails in windows, it's likely a driver issue.

Desktop:     Core i7-9700K @ 5.1GHz all-core = ASRock Z390 Taichi Ultimate = 16GB HyperX Predator DDR4 @ 3600MHz = Asus ROG Strix 3060ti (non LHR) = Samsung 970 EVO 500GB M.2 SSD = ASUS PG279Q

Notebook:  Clevo P651RG-G = Core i7 6820HK = 16GB HyperX Impact DDR4 2133MHz = GTX 980M = 1080p IPS G-Sync = Samsung SM951 256GB M.2 SSD + Samsung 850 Pro 256GB SSD

when i press the power on button nothing shows on the monitor whatsoever. even the led that goes from orange to yellow when its on doesnt turn yellow

my rgb keyboard doesnt light....like there is no signal goes to any output source (monitor, mouse, keyboard)

however the mobo doesnt give any warnings or error led

when i left it for some time off electricity and came back it turned on just fine

Sounds like a GPU or motherboard hardware issue. I did encounter a similar issue once that got resolved by resetting CMOS on the motherboard one time, but your mileage may vary. Perhaps try the card in a different PCI slot? If at all possible, swap out hardware for testing purposes, but unless you have an old GPU still around that may not be an option.
