Do you have the skills needed to desolder and solder tiny SMD-resistors, capacitor, transistors and mosfets, and possibly even QFN- and LQFP-packages? Or, do you even know how to test if any of the mentioned components is broken? If not, then you'd basically have to start all the way from the beginning of learning how electronics work and working up from there..

I got a Gigabyte Ultra Durable z390xp SLI https://www.gigabyte.com/Motherboard/Z370XP-SLI-rev-10#kf    that my friend screwed up by plugging a floppy connector into a fan header.

What is the feasibility of it magically coming back to life 9 months later or being able to repair it? In such repair were would I begin?

Without experience or a schematic, this is most likely a lost cause. But that doesn't mean you shouldn't throw a few hours at it if you want to try repairing it.

Do you know how it failed? Do you have a multimeter? Soldering Iron? isopropyl alcohol? Hot air station?

All of the tools would make your repair more likely to succeed, but the information is what's most important.

Fine you want the PSU tier list? Have the PSU tier list: https://linustechtips.com/main/topic/1116640-psu-tier-list-40-rev-103/
