Is my I7-2600K the issue with new 2080 RTX?

I have a I7-2600K with 16gb of ram and just put a 2080 RTX in the system and I see no improvement.

 

Would this (CPU) be the issue?

Have you DDU in safe mode and reinstalled the drivers fresh new?

 

Even then the old 2600K will be a clear bottleneck.
