BenQ 4k monitor not going past 30hz

I recently got a BenQ EL2870U 4k monitor. I connected it to my Dell inspiron 4k laptop and cannot figure how how to set the refresh rate higher than 30hz. 

 

I am positive that my laptop should be able to push 4k@60hz and the monitor can receive 4k@60hz. I've double checked drivers and updates are up to date. I have been having a problem with my Nvidia graphics card not functioning at all. Currently everything on my laptop is being run off the integrated Intel 530 graphics card. That is another problem I need more time to figure out (I've tried a lot of fixes for the specific problem and none have worked, I fear the hardware is bricked and still need to open up my laptop to see if it is). 

 

Could anyone help me figure out what is going wrong?? Is it the cable? is it the fact my graphics card isn't working? is it something else?

(Note: 30Hz is the highest the drop down menu allows)

Yeah, but I'm pretty sure that the Amazon basics cable can send the 18Gbps 4k@60hz need.

What the model number of your laptop? Its a good chance that the HDMI port is v1.4 and will only do 30hz on 4k.

Yep thats your problem, I have the same laptop it only has HDMI 1.4 and can only do 30hz @ 4k

Yeah sadly your laptop seems to have only 1x HDMI 1.4 port, and no displayport, which means you are limited to a single monitor with 4k 30hz refreshrate...

HDMI 1.4 can do 4k 30hz, 1440p 60hz or 1080p 120hz.

 

So you could run that monitor at 1440p 60 or 1080p 60 if you want higher refreshrate. 1080p divides into 4k exactly 4 times, so it doesn't have any subpixel sampling problems.

 

For 4k 60hz you need either DisplayPort 1.2, or HDMI 2.0 port on the device itself.

Not the cable. The actual connector. Not all revisions of HDMI can output 4K 60hz.
