Yeah, as @Electronics Wizardy mentioned, a clean reinstall of Windows will always give the best results, but what do you mean by "PC Clean" software? Things like registry cleaners and even disk defragmenters are not required anymore (not that cleaning the registry ever was, really) as Windows 10 does a lot of maintenance in the background all on its' own.

They all suck. Most are malware. First course of action would be to go into your programs list and look up anything you aren't sure of so you can clean out the junk. Third-party antivirus programs are all garbage in 2019, unless you're on XP or Vista. If you're on XP or Vista, you need a new OS and quite likely just a new computer. After cleaning it by hand, run a full scan with Windows Defender to see what it comes up with. If all else fails and it's still slow, reinstall Windows.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.
