White bar and green dots on my screen

Okay i just restarted my pc for like the tenth time and now everything is fine.

Yesterday i was installing a game on my pc and because our internet at home is slow i left my pc on. When i came back in my room the gpu fans where spinning like hell and i didn't get display on my monitor. So i restarted my pc and now i have this screen and i cant do nothing, i can acces the bios but when i startup windows or ubuntu i get this. Does somebody nows this and what is the cause. 

 

My system:

Intel i7-8700

1080 8GB

Gigabyte H310M DS2

1TB hard drive

16 GB DDR4 RAM

 

MSI optix mpg27cq monitor

I just want to confirm that this is happening in the bios too?

 

Also, do you have any sort of automatic driver updater?

No i have acces to the bios but when i exit this happens

can you reset the bios and try again ?
(clear cmos)

--> remove the battery on the motherboard (should be torwards the bottom) and wait 2-3 minutes, then put it back in and reboot.

I have nod idea what was wrong but everything no works perfect

Maybe the Gpu was slightly knocked or sagged in a way that was causing this.

 

Maybe just make sure it is seated correctly to avoid any future problems.

I have just restarted my pc and the white bar flashed by and windows started
