Can u make a cpu from scratch?

No, not really. The latest Linus video was about custom ordering CPUs but that still experimental. CPUs take a lot of effort to create and there's a reason that only two companies make desktop CPUs.

i like the idea of a full custom pc, but yeah, try the open source silicon thing like Linus just made a video on. its the only remote choice of doing this.

I would hazard a guess that the OP wants x86-compatible CPUs, in which case SiFive's solutions still wouldn't be an option. Not to mention that you need to order thousands of the chips at once, which means you need a pretty hefty budget, too.

Yeah you can actually, only problem is that it will only be able to do simple stuff like 1+1=2 or play a game of tetris or whatever.

The Ben Eater has a really good in depth series about making a CPU from logic gates and breadboards, but the whole series takes ages to watch if you want to make a CPU right now. As for a fully custom PC, the final product he made can't run linux.
