The download is not purely on your internet. If the sever is slow or far away, it will be slower to download.

it could just be the uploader or host of the file you're downloading. You can have 10000mb download but the host upload is 2mb . You can only get 2mb of that 1000 :')

You can try resetting your modem and router to try troubleshoot to see if it's not the host upload speed.

Server is slow, not your connection. So my answer is yes.

Like stated previously. Speed tests don't always show accurate download speeds because some servers are really slow. Like some driver sites. They will max out at about 45kbps-350 kbps because there are people constantly downloading from them. If you want an accurate real world read in your internet speed select servers from across the country.

This has nothing to do with your Internet speed. The host your are downloading from has a slow connection or throttles their download speeds.

This reminds me that less information can be more. I always complicate my description of things.
