No POST after pci wifi card installation

Motherboard: Asus Z87-A

CPU: i5-4460

RAM: 32GB

SSD: Samsung 850 EVO

GPU: 1050ti

PSU: Thermaltake Smart 700w (non modular)

 

Computer was working fine. Extremely high humidity and the fact I touched the PSU beforehand excludes the possibility of ESD having shorted the motherboard.

Opened it up, installed my new PCI wifi card. Computer refused to POST. After this, I removed the wifi card, but to no avail. Haunted by the BOOT_DEVICE_LED I tested each RAM slot and stick individually. In the end, I removed all of the RAM, the GPU, the wifi card, and all of the USB devices.

 

It is worth noting that when this desktop was first acquired, a couple of days ago, of all the 32GB of RAM (4x8GB) only 24GB were being detected, but the DRAM LED never stayed red.

 

Booting sequence now resembles this...

 

-DRAM_LED turns red for 1 second and then turns off.

-CPU_LED turns red for 1 second and then turns off.

-VGA_LED turns red for 3 seconds, fans stop spinning, computer reboots and then...

-DRAM_LED turns red for 1 second and then turns off.

-CPU_LED turns red for 1 second and then turns off.

-VGA_LED turns red for 3 seconds and then turns off.

-BOOT_DEVICE_LED turns red and stays that way.

Things I have tried (using the simplest imaginable setup, as per the second paragraph):

-Resat the RAM

-Checked for cables touching the motherboard and shuffling them

-Ensured that all the cables are properly connected

-Tried to use a different SATA connector for the SSD

-Reset the CMOS using the jumper method as per the manual

-After the removal of the GPU and having reset the CMOS, I tried to plug the monitor to the iGPU

-Tried to turn it on with no boot devices

Das the psu klick or make some type of nose wen it reboots / wen it truns off ?
