That wasn't a yes no question :o. I'm assuming you're talking about the former rather than latter. Converting video signals, such as HDMI to DVI..., is not reliant on the card. What type of signals are you trying to adapt from and to?

Oooo. Same idea. It shouldn't be reliant on the graphics card although it might use the graphics card. Most software should work.

Are you sure the programs were designed to leverage the GPU? What software?

This might seem silly, but make sure you have the "Hardware acceleration" setting checked. If the program leverages the GPU, it probably has that as a setting.

I'm not aware of any such software using GPU's encoder for the task. Usually using just CPU does the job.
