It means that the motherboard doesn't support anything more than 2400mhz, so you could buy 3000mhz (not that it's worth the cost premium) but it will only run at 2400mhz.

That's not true at all. They're basically all equally good. I've been running MSI motherboards for the past three years without any issues whatsoever.

the one that i was original going to go with and

The only reason that i would go with the msi is because it supports 3000mhz ram and the asrock only has 2400mhz. This is because i want 16gb of corsair vengeance lpx 3000mhz but then i wouldn't be using them fully so it would be a waste of the extra money so should i go with the msi or asrock?

There is no reason to pay such a premium for 3000mhz ram. There is barely an advantage and that money is much better spent elsewhere. Only get a Z-series board if you're getting a 6600k/6700k/7600k/7700k.

I have the AsRock H270 Pro4, very similar to the B250, I'm very happy with it when it comes to I/O, aesthetics, layout, etc. I refused to buy an MSI motherboard.

I've never had problems with MSI mobos, with the exception of problems on part of my own blunders.

I dont have experience with MSI motherboards, but my last 2 personal builds have been done with ASRock boards (Z77 Extreme 4, and Z170 ITX/AC). The older of the setups is nearly 4 years old and humming along. ASRock's UEFI is familiar and easy to use/navigate, but a bit sluggish at times (may be the norm). In terms of defects, my only complaint is that the wireless AC antennae port came loose on my board, which isn't a big deal.
