no, it doesn't seem hot at all, it might be the thermal paste.

Did you remove plastic covering from cpu waterblock?

i'm gonna need to sit down and recover if that's what wrong, but that's a really good catch :P

(and it should also kinda make performance within what we're seeing here)

I mean, when you debug something, you have to check everything. Because I didn't do it once and I was 100% sure that this can never happen to me.

You can try reseating your cpu waterblock, this may help (thermal paste replacement anyways).

Have you set a manual voltage in bios, or is it automatic?

Main:  1650 v2   @ 4,6GHz   -   X79 Deluxe                -   GTX 1080 @ 2000MHz   -   24GB DDR3 @ 2400MHz / CL10

Side:   i7-4790K @ 4,5GHz   -   Maximus 7 Hero        -   GTX 1070 @ 2114MHz    -  16GB DDR3 @ 2666MHz / CL12

it`s automatic, I use the MSI program. but I underclocked it back to 4.0GHz and replaced the thermal paste but I was getting even worse 100c on idle. (i`m using my laptop now)

I recently ran into this problem also. My Corsair H100, that i had for 5 years (2011-12),  was just not doing the job anymore as well as it should have, Prime95 was hitting 90degree C. I now have Noctua DH-15 and she only gets to 70

yeah, it was probably out of coolant. but I've had mine for less than 6 months.

Set voltage to manual. Automatic is giving the CPU the voltage it requires + even more (overvoltage), resulting in high temps. Higher voltage = Higher temps.

Try to set 1.350V for 4,5GHz and test stability.

I did, and temps didn't change.
