non-conductive thermal paste?

i've put a "glorious amount" of MX-4 on my GT640 in the past, and it's still operational, is that enough confirmation? :P

Arctic MX-4 states that it is non-conductive. Is it OK to assume I can put it directly on a chipset and GPU die?
