Best CPU for around €300?

Nah, the P1 is a better model. The WD Blue needs to be a lot cheaper to be worth it.

By the way the motherboard that you chose costs a lot more in my country (€323 - Germany) which kind of overrides my budget. What can I get?

The ASRock X570 Pro4 a- https://de.pcpartpicker.com/product/qkLwrH/asrock-x570-pro4-atx-am4-motherboard-x570-pro4

Or, if that's too much, the X570 Phantom Gaming 4 - https://de.pcpartpicker.com/product/RJxbt6/asrock-x570-phantom-gaming-4-atx-am4-motherboard-x570-phantom-gaming-4

No - the included Wraith Prism is fine - it'll be good for stock. If you want to overclock, an air cooler is more than enough. AMD runs cool and quiet. If it were Intel, I'd say the water cooler is not a bad call since Intel run hot these days.

Also don't get the SS Core models - they're not great. Corsair TXM/RMx or a Be Quiet Straight Power Gold. The BitFenix Formula is also good.

You can take out the unneeded cables so that they don't clutter the system
