PSU in case you need it? What PSU do you have?

No, that is a shit PSU.

You wouldn't recommend a Corsair VS, Cooler Master Master Watt Lite, Thermaltake something.

Why would you want something like that with reduced Protection and Lipstick on that?!

The 4440 won't bottleneck the 1060 3GB.

The cause of your issues in games are most likely your CPU and a lack of VRAM.

I've got an i5-4460 (very similar to the i5-4440), it has the same issues when playing those types of games. 3GB VRAM isn't that much either, especially for AAA games.

Some may know me as 1kv. I'm not liable for anything that may happen as a result of following my advice. Take what I say with a grain of salt, some things may not be correct.

does this processor bottleneck with my graphic card?

It depends on the games you play and the resolution and quality settings you play them at. If your CPU is being constantly pegged at or close to 100% utilization, the CPU is going to be hurting your performance.

Keep in mind DMC5 has denuvo, which hampers quad cores more than higher core count chips.

That said, seems you are at pretty good there with more utilization on the GPU than CPU.
