You probably wouldn't need to upgrade your motherboard unless your're doing a large leap in generations for your CPU. You don't need much more CPU power than an i5 for Photoshop unless you have a lot of effects going on. Yes, upgrade the RAM. Don't go above 32 GB, even that is a little overkill for Photoshop.

Are you intending to do anything else? What's your budget? What country are you in? Those are some pretty important things to list when asking for help.

What system are you from?

Most system with 2 or more cores can run Photoshop easily.

Its not a demanding task.

For more complex editing all you need is more memory, that just it.

Wanna edit pictures but don't want to upgrade memory, you can just use and older version of photoshop like CS2.

It will be just as good, even a photoshop 7 still doing just fine.

Youre loosing some advance feature that mostly don't need.

If you're doing photoshop and are on that small of a budget, get an AMD athalon 200GE, a micro ATX B450 motherboard, 8gb of DDR4-2666 (or more speed if you want) RAM, 120-250gb SSD, 1 TB (or more space if you'd like) hard drive, 450w PSU, and a micro ATX case. Make sure you get a copy of windows.
