    Ive seen people say yes it does and people say no it doesn't. There really isnt a solid answer as far as i know. I personally can't see why it would but there are people who would say different.

    An R9 270 is more than really really good(heck,it runs bf4 on high at 60fps+) and it costs around $180.
    If he really can't afford that,then an R7 260X,but I suggest he just gets a little more money because it will be worth it. D:

    R7 260 is the current gen equivalent and is slightly stronger

    You could also bring the PSU down to 500-600W and get a 1TB drive. I'm guessing that build will probably draw 300W, 350 at most. 750W is overkill for a build like this.

    He could drop the PSU to a quality 300W and be fine that 750W is way more than he needs.

    For its apparent intended purposes it seems totally fine, the things I'd change is just preference. Personally I like NZXT's Kraken x61 better and I'd want a much larger SSD so I'd never have my programs or games fighting over SSD power. I also have quite a different preference in cases. The one thing though is you don't have RAM.

    Even in push/pull, the best 120mm AIO radiators aren't really worth it. Personally I would prefer an NH-D14/D15 or other excellent air cooler over an AIO water cooler due to them being quieter and more reliable (for example, air coolers don't have those damn pump issues).
    I wouldn't buy a Kingston SSD (avoiding the brand on principle, not because the 3K is bad), and I would prefer a larger one. I found out after buying a 1Tb HDD that I use almost no space, so I'm running SSD-only right now =D.
    Excellent power supply, would not change.
    You've mentioned the RAM thing.

    Xeon is used more for in less airflow optimized cases such as servers or business environments, that being said it is not limited to these places of use...however they usually come with the business price-tag...if you are truly just gaming I would go with the 4790k i7 over the Xeon as you will save yourself money.

    It just stacks up the TDP of  all the parts, it's pretty accurate, but maybe try to not cut it close, atleast 50w more, 100 if you want,

    It's not 100% accurate, not one single watt of matgin but they do give you a good idea and if you give it 50-100W extra you should be fine.

    I would get a Dark Rock Pro 3, great temps, looks, and price.
     
    Or a Kraken X61 if you want to spend a lot on the cooler.

    About 70-80 bucks if it's in perfect conditions, so as @ohJey said you'd better clean it. Nobody'll buy a dirty card. Personally I'd give you 70 bucks for it once cleaned if I didn't have one already ^^
