 I am building a computer for video rendering, gaming and streaming. i was originaly going to go with an intel i7 processor but the Intel Xeon E3-1230V3 caught my eye, build will mostly be used for gaming. What processor will suit me better? price dose not matter to me. im going all out in this build

Xeon is used more for in less airflow optimized cases such as servers or business environments, that being said it is not limited to these places of use...however they usually come with the business price-tag...if you are truly just gaming I would go with the 4790k i7 over the Xeon as you will save yourself money.

1230V3 is cheaper than 4790K.

Im pretty sure I've seen people overclock up to 4ghz. (even Logan from teksyndicate did it.)

get the i7-4790K, it's nothing but sexiness in a physical form

You could get by with the xeon. For gaming though an overclocked I5 4690k would be better at the same price as the xeon. 

 

The Xeon could go on a cheaper non overclocking board.  If budget allows get the unlocked i7  or  I5 on a z87/97.  If you wanna step back to a H87/h97 then get the xeon 1230v3.

It all depends on if you want to overclock or not.  If you do then you have to get the i7 with a Z-series chipset on the motherboard.  If not, then I'd go with the Xeon with an H-series chipset motherboard because they're cheaper.  You can get a Xeon with integrated graphics, like the 1246V3, which I am currently running, which is nice in case you have VGA driver issues or want to have graphics accelerated VMs.  ECC memory is unnecessary unless you are running a server or performing renders or simulations that take multiple days, so don't bother with a C-series chipset (server) motherboard.

As I understand it with a Z-Chipset you can "overclock" the xeons to use the GHz from its turbo mode permanently on all cores. But im not 100% sure about that.

In case of the 1230v3 that would be 3.7Ghz.

Or get the 1231v3 with a turbo of 3.8GHz (Or the 1240v3 that is the same except for changed TIM (like 4770k -> 4790k), but way more pricy here in germany)

Also the disabled GPU part will help with that heat problem of haswell.
