Oh hell, it's not going to be good for low.

If you want to play most games at medium/high, the lowest I would go is GTX 750, R7 260 or HD 7770.

Nope. Just nope.

I actually couldn't underclock my 5 year old GPU to make it as slow as a next-gen console.

It would be okay as a video card for a dual core pc that your going to light gaming on low settings, but for medium and high gaming would be horrible, get a gtx 750 ti or r7 260x.

No..Unfortunately That's Just Not Going To Cut It. Tell Him To Get A New Direct X 11 Video Card With Minimum Of 1GB Of GDDR5.   If It Costs Less Than $100 It'll Leave Him More Frustrated Than Anything Because He Will Have Super Low FPS And Won't Be Able To Enable The Latest Features That Games Are Using.

Very low end card. I currently have the HD 6450 which is $10 more but quite a bit more powerful (but I've had this card for 3+ years and have upgraded to an r9 280x). But for the love of everything that is holy in the pc world. Do what people are saying and tell your friend to save up. The minimum I'd suggest going with is something like an r7 260 for modern day systems. Watch out for sales, and look for the HD 7### equivalent and you may be able to get a good deal.

Best of luck.

GTX 750 or R9 250 as a bare minimum. Anything lower in the same series is for use as a multimedia card.
