depends what games, but mostly no. it's a cheap card.

During recording? Forget it if he wants high settings or he needs quite a strong CPU

why dont you show us the rest of your build plan and we can see about getting a few dollars free to upgrade to a better gpu

Im building a computer for my friend and he gave me a really tight budget of 650$ to make him a computer that can run games at 60+ FPS while recording!

and im not sure if this graphics card can handle that kind of load but it is all that his budget can fit

I'd say he could.  I can get 60fps recording on my shitty desktop with a 7770 ghz edition, only at 720p though. check my sig for specs....
