    Personally I have some friends that bought their GPU's at MSRP. 
     
    They just followed a Stock Bot on either Twitter or Discord. And as soon as the stock comes available, the Bot drops a notification link to the website. You have to act fast, otherwise you will not be able to get it. If you have the Correct Billing and shipping info already linked with your account, then its a matter just clicking the BUY button.
     
    Personally i have came across GPU's listed at MSRP or slightly higher than MSRP that are in stock for 30-60 secs. So you have to act fast.

    I think the difference is the ram. The XE has  OptiMem II technology improves trace layout to significantly reduce static i think and crosstalk to enhance memory stability and compatibility, giving memory kits higher frequency margin....  it supports 5100 mhz oc on ram. not sure if the E does as well but it does not mention it
    Why do you want to blow up your budget on these?
    ASUS version goes for 1000$ USD while FE has MSRP of 600$ USD
    Why do you want a 200$ USD AIO? NH-D15 gives you great performance in 100$ USD....if you don't like Air Coolers then go for 240mm AIO's.
    As you already have 5600x....you have lost a great amount of performance already!
    You could have had a 5800x or 5900x for that matter, while not blowing up on other things.

    Custom loop gives marginal performance increase, hook your custom loop to a water chiller instead of a radiator for low temps, you may want to insulate your board, gpus, and use antifreeze cause i think it can go sub zero
     
    For max performance you can use phase change cooling, but thats only for the cpu not gpu

    Also, a 3060ti for $1500 is pretty mediocre imo. Since OP is gaming, a 5600x + 3070/3070ti would be a better combo. Also, that PSU is a bit overpriced and really unnecessary. If you really wanted a decent 850W, the Enermax D.F Revo is around $16 cheaper and is also a really good PSU. 
     
    Also that SSD is really overpriced. $100? That could get you a 1TB NVME drive.

    I have personally used CAD programs, like the OP is using, and i know by using them that the CPU plays a very important role, and the time it takes for a command to finish and the complexity of the model depends upon your CPU, GPU is only used to render the part (on screen) not process the part itself.

    Anything 8 cores or more will probably serve you well for the foreseeable future. I wouldn't go lower at this point, unless you just absolutely can't afford to go higher. However, there's no such thing as future proofing. It's impossible to know what the future holds.
