Could maybe try Afterburner and set a fan profile to see if they are registering?

many GPUs by default don't start spinning their fans up until they reach 40c. When you close Afterburner it will set the GPU to it's default anyway.  To do a quick test you can always start a game and see the fans spin up

Just one more thing to note, I'd wait for the Ryzen 4000 mobile CPUs to ship with laptops, 8C16T on a 7nm chip will work wonders for what you need.

Maybe by pushing the current team up, freeing room to hire lower level positions?

I challenge you to take an indefinite sabbatical starting TODAY. Appoint someone to serve as interim CEO for daily operations and then go home. LMG will be fine. Spend time with your kids, volunteer at their school, do stuff that makes you happy and enjoy daily life. Work on some personal projects or hobbies. Play games if you want to. Reach out to your friends and hang out. If you never find yourself bored or unhappy, congratulations you've now retired. But more likely you'll find yourself longing for something. Find that something and do it. Maybe it's returning to LTT and making tech videos like before or maybe with a different intention or style. Maybe you'll find an entirely new passion. I don't know, but if you don't take the time to explore you'll never know either.

I have an H200 and have Corsair SF750, I would highly recommend. I'm running an EVGA 2070S Black edition and was getting up to 75c, because of the reduced height of the PSU I was able to fit a fan on top (blowing up from inside the PSU shroud).  This dropped my temps to around 66-67c.
You also get loads more room to store cables, just be aware that I had to get extensions for the MB cables as the SF750 ones were too short.

What are you using the all-core clock for?  It'll be worth testing that clock for at least an hour and see what the temps are after.  I've got a 3700x (although I've hooked mine up to a D15) and before I edited the curve the fans were all over the place. At boosted load in AIDA64 ( I didn't overclock) mine settled at 82C after 2 hours with a max fan speed of 60% to keep the noise down.
 
I wouldn't try to overclock with that Wraith if you're concerned over noise.

If you're using an HDMI cable, try a DP or DVI cable and see if that helps.  As for the screen tearing, you need to make sure that your GPU is able to constantly push out 144fps in the games you're playing, the refresh of your monitor past 60hz is only as fast as how many frames your GPU can draw.

I'm pretty sure all OLED laptop panels are the same Samsung stock. Depending on if the laptop brand calibrated it properly, they will all perform the same.

I'd go for an AIB 5700xt, it will clock better and end up performing like a 2070s.  The only reason I was looking at a 2070s was for Octane rendering and it needing CUDA supported cards.  

Apparently Intel are looking at starting with the low-mid range segment like AMD do, specifically the £/$200 point.  Seems like a sensible move imo.

Just keep your 1060, 1080p60 on your current monitor will play just fine.  Unless you upgrade your monitor you will just be wasting your money.

Octane is GPU based so I would skip that one. 3700x will be great, but as Brent744 said, 2700(x) is really cheap atm so I'd be tempted to go for that and put the rest of the money towards a 2nd GPU for Octane.
