I was able to finally Instal Windows 7 by using the Asus EZ Installer utility and selecting the option to insert the nvme drivers into the Windows 7 usb.
Although I still don't think I can view this ssd from my original Windows 7 because I don't think western digital provides an actual driver I can download and install, they only have a dashboard, but it's no use to install drivers when it doesn't find a western digital nvme drive in the first place.

Here is a budget conscious build I did for a friend of mine.
Corsair Carbide Air 240 Arctic White

AMD Ryzen 7 1700

2x Kingston SSDs
1x WD HDD
This system was initially built in a hurry because it was needed quickly, but now it's back for the treatment it deserves

This thicc boi I used for the front panel connections is Paramax 1250 Type V paracord and was able to handle the 8 wires nicely.
Here i was able to use the regular Paracord 550 type III since the wires for the front panel audio are much thinner.

If he was doing just 1080p gaming in games that weren't penalized for using Ryzen I'd maybe have gone more this route with my suggested build; but you cannot deny that when trying to hit 144fps gaming in BFV the 9600k choice is far superior to the gaming experience on the Ryzen 2600. Why pay good money for a CPU you're planning to replace with another costly CPU upgrade when Ryzen 3000 comes out? Yeah the AMD motherboard is supported longer-term but if the 9600k holds up for 6-core gaming years later, how important is the ability to upgrade when upgrades aren't needed until well after you'd be buying a new motherboard anyway (for the features like PCIe 5.0 or newer USB/IO standards).
We don't know yet if Ryzen 3000 will best Intel at high-refresh rate gaming anyhow, so this is upgrade speculation.

Why would you spend half his budget on an SSD? That's ridiculous. He doesn't need 2TB of SSD storage in a budget build. A 120GB SSD will suffice, especially since he already has a 1TB HDD.
I would spend that extra $150 on a case, cooler, and more RAM (or just faster RAM).

When your power supply is missing crucial protections, I wouldn't call that a "safe" power supply.

Well that is called turbo core..when the system have enough power and cooling the CPU will exceed it base clock when needed. Same as intel turbo boost.
The system does that automatically unlike overclocking which you have to do it manually..although i heard that there's an automatic OC tech out there but i forgot what it is.
2600X is a great CPU for OC, You should pair it with at least B450..a good B450.
I rarely OC my CPU so i am not really into OC, So if you're looking for a good B450 Board i'd suggest to google it..i just did and it shows a lot of result.

The Z390 Aorus Master has an IMPRESSIVE VRM topology and cooling.
It's a 6(x2) + 2 VRM, and the heatsink...is a legit aluminum fin stack heatsink -- not just a block of metal with a few cut-outs.
Compared to ASUS / AsRock / MSi using a 4(x2) + 2, 3(x2) + 2 VRM this time around with Z390, it is one of the best out there.
That is of course, until you step into the $500+ range.
Even SIMILARLY PRICED (in many cases, EXACT same price) ASUS Maximus XI Hero is a 4(x2) + 2.

The MSi Z390-A PRO uses a weak 4(x2) VRM ... UP9521P PWM chip.
Similar to the AsRock Z390 Pro4, and ASUS Prime Z390-P.

For an overclocked i9-9900K (e.g. 5.0 GHz across all cores), you are cutting close with a 4(x2) + 2 VRM system.
BuildZoid's run-down of Z390 motherboards:
Hardware Unboxed testing budget Z390 motherboards (includes the MSi Z390-A PRO).
MSi Z390-A PRO and AsRock Z3390 Pro4 out-right fails (e.g VRM overheats) with a i9-9900K @ 5.0 GHz with 1.3V VCore.
Not much better with the i9-9900K running at stock / auto.

cpu could very well be the bottleneck, but i highly recommend running DDU and reinstalling your drivers before going out and spending more money.
do note that overwatch, and especially cs:go, are cpu heavy games. they dont rely much on your gpu, so you shouldnt expect an increase to fps with a new gpu.

Isn't that with insane cooling solutions? Like liquid nitrogen and other below freezing solutions.
I am talking about being able to run under a normal high quality air cooler or a normal all in one liquid cooler.
One thing I was curious about, is there all in one liquid coolers that have a built in chiller to bring down the water temps?
