    Oh right, I forgot about that part for signaling quality on the motherboard, better sticks in the worse slots and bad ones in the good slots.

    fclk is synced to the memory frequency, so 1867 with 3733MHz RAM, and have validated stable fclk with 2 sticks at 2000Mhz (DDR4 4000).

    I'm going to assume you bought it used 
    Try flashing it with an original bios for the card and then check.

    FX CPUs are severely outdated by this point. A Ryzen 5 3600 would more than have you covered. The 1060 may or may not be ok for whatever you want to do.

    I will actually do that once I find a working EVGA or XFX 790i Ultra SLI board for a non stupid price (i.e. $100 or less and NOT from China) to replace my current fried one, the LGA 771 Xeon I had in there could hang with a stock 2500K with its overclock (that's probably why its fried now that I think about it...)

    none. a 10600k is a bad buy and spending more on board than a CPU is a bad buy too.
    wait till the fall you get new ryzen launches get a 4700X( or whatever the r7 chip is with good value) and a midgrange x570 or high end b550 board

    GTX 670 would be a lot better, Nvidia stopped releasing drivers for 400 and 500 series cardsback in April 2018. That card performs worse than a GTX 950 and on par with a 750 ti. My overclocked GT 1030 performs about the same depending on the game.

    If the max you see is 100 mbps then that means you have a 100 megabit plan which equates to about 10-12 megabytes per second, meaning no matter if you have a gigabit capable card or not you won’t see much over 100 megabit.

    you may need to update the bios with a 2nd gen or older ryzen cpu before installing the 3200g. that being said ryzen 3000 has been out for so long that most if not all new boards should have it updated already. if you are worried you can get the b450 mortar MAX, which is confirmed to have the updated bios.

    GPU benchmarks hardly relies on the cpu
    That doesn't matter 
    A good cpu is to remove any Bottleneck from the equation

    Still waiting on some thermal compound, but I’ve cleaned up the decade old machine and put it back together in... totally the same way- nobody will notice right?

    Because its all about profit, they won’t provide faster if there’s no competition.
     
    Gigabit requires fibre optic cables, fibre optic cables are really expense, most companies don’t wanna pay for it if what they have works. Not only the cost of the cable but the people they have to employ to lay it. Also if no one complains to them, or a very small user base do, then they won’t really care as they can milk the “cash cow” as they see fit.

    It should work fine, but I'm not sure I'd trust that power supply-- you might want to consider an upgrade for the long term.

    Sometimes paste can be 1C difference or even up to 10-15C, personally I use Cryonaut ever since I discovered it and is what I’ll recommend here in this use case.

    Sounds like normal AMD GPU drivers to me, have you tried installing the latest driver they have available?

    Also modern AMD and Intel CPU’s will thermal throttle when hitting 95C and 100C respectively, so its pretty hard to damage your CPU via temps.

    Anything below 95C is safe, ideally you want it as low as possible for the highest possible boosting.
