My friend had exactly the same issue. The gpu was MSI 980ti. He thought it was a psu as well, so he replaced it with a 1200w corsair. It turned out to be the 980ti's fault, one of the power phases burned out. Now he has a 2070 super from EVGA and couldn't be happier.

Yes, a new one is in order. Not just any brand. A good unit from Seasonic, EVGA. No rosewill, raidmax coolmoon or any other cheapshit chinese units.

400 series gpus are power hungry. That power supply absolutely needs to be replaced with a good 550-600w unit with all necessary connections. Most likely it's the power supply.

Remember power supplies will degrade a little bit over time, and even when new should not be run at the limit of their range, so even if it should be doable you always want to have a bit extra for error between reported output and actual output. Those graphics cards were good but they were power hungry. I've also heard of a similar issue being the result of a bad motherboard but I would test the power supply first by swapping for a more powerful one.

Try connecting the monitor cable to the motherboard output, see if that helps. Try reseating your 750ti.

Get Athlon 200GE, a cheapest A320 motherboard with hdmi, 8gb stick of ram, 120gb ssd and a decent psu on sale. This should suffice for htpc needs and be within your budget.

Here is the old dell I use for older games.
I got a semi-gutted dell vostro 200 with Core 2 Duo 8300 and 2x512mb ddr2 ram. There was no hdd and dedicated gpu, only the embedded one. I got an ADATA u800 128gh ssd for $30 and a Palit Geforce 9800+ 512mb for $20 off Ebay. Works like charm.
