you will need a 1070 watt psu because the gpu number indicates the amount of wattage your computer needs.
A 650w or so is good, if a 750w or more cost the same as a 650w, get that, won't hurt to have some extra wattage for future upgrades.

Honestly you could probably find a 1060 6gb for around the same price as those whcih is still a very capable card. If I were you I would wait till the 1100 series cards comeout for people to be selling there 10 series for less or just if you can save enough by that time to get an 11 series.

PFFT.
Forget an AIO, just do the following!
Pick up 6 - 360mm rads
Grab a d5/res combo unit
Pickup a cpu block of your choice
pickup a gpu block of your choice
Pickup either some UV tubing or UV fluid
Pickup some UV lights and maybe some RGB led strips.
Pickup some RGB Fans you will need 36-120mm
Now set those fans to an inaudible 400 rpm.
LOL as your have a completely silent pc that runs around a 3-5c DeltaT.

if he wants 32c/64t in the future, he can but i doubt they will make ryzen more than 8c, as ryzen is not a workstation.

I would go with the 2700x. It is using the smaller manufacturing process which gives it a clock speed boost. Who cares about having more cores if your ST performance for games is going to be crap. Since these chips do not have much if any(in some cases) OC headroom those extra clocks go a long way in getting average fps up in most titles.

This is a common misconception, it doesn't encode on its own.
When you record your own PC then you could use H.264 encoding from AMD/NVIDIA.
If however you want to record from a console or other PC's HDMI connection an Elgato is helpful or any other capture card.

But Zen2/Ryzen 3 is also compatible with AM4, so there's no real benefit there.

the 1900x is pretty much an 1800x with 64 pci-e lanes and a higher cost, so stick with ryzen 7 instead.

It all depends on what you want. If your workload is fine with 8 cores and doesn't need 64 PCIe lanes for a fuckton of add-in cards, the AM4 platform is just fine. TR4 boards are easily $300+ where decent X470 AM4 boards start around half that at $140-ish.
I haven't personally heard about actual socket problems with TR4 aside from the nuisance with the tightening screws and threads on the socket that isn't more than that, a nuisance.

i would get the 2700x, unless you need the 64 pcie slots., Their performance are similar, however ryzen 7 is cheaper but if you want TR, get at least the 12core or 16 versions.

Personally, I wouldn't get a webcam with a resolution under 720p, especially for streaming.
If you have a keyboard/hand camera, then you should be able to get away with 480p but not for a facecam.
