The only thing I would invest for your Pc is a CPU upgrade and thats it for now.

I would definitely start upgrading that PC over a PS4.  Consoles are the worst.
 
Purely out of curiosity - how does Islam feel about investing in a traditional Stock Market, or in more traditional Currency trading or speculating?  I just had no idea that investment situations could even be considered due to religious reasons.

That aside , memory compatibility is fine now . At launch , you had to go with ryzen-certified ddr4 to even hope to get stock memory clocks.
I actually have a ddr4 2800kit that would go past 2133 on launch ( hynix ram ) . But now , i've actually got 4 sticks , from 2 different kits running at the same time , WHILE overclocked 3200mhz . 
The RAM clocks actually do matter a lot with ryzen , so performance in cpu bound workloads has improved quite a bit in some applications ., with ddr4 3200 frequeently providing over 10% performance boosts , with even highs to 40% extra perf in mafia 3 for example.

maybe just do both get the PS4 then with the extra 500 dollars maybe a coffoe lake upgrade then like I5 and Z370 board.  

Trading is somewhat of a really different idea. Like in trading you most likely would benifet and come out on top and in trading you have your mind to tell you what to buy and what to not buy and such.

Personally, I'd invest some of that into bitcoin or something, but between the two options you've narrowed down to, I would choose the latter.
 
I assume there's a PS4 exclusive that you want, or perhaps have a friend group that's primarily on PS4, which would justify the cost in my mind. Also, I would avoid upgrading right now, seeing as there's still a NAND shortage, and GPUs prices have only recently started to return to normal. Of course, we're also getting close to Black Friday, so SSD/GPU prices might be reasonable by then.

I 100% read the post the quoted it, The reason being is to try and determine your GPU needs  *getting new GPU and a better case and a new PSU* is what you wrote so by knowing your Monitor Resolution and Hz rate it gives a better picture as to your needs. 

Personally i would think about a new GPU, Perhaps sell the 970 and replace with 1070 ? 

not trying to PC Master race circle-jerk, but unless there are specific games you want or you have friends on PS4 why do you want one?

Never been a fan of the consoles myself, so i would upgrade the PC. How much are you realistically going to use the PS4? Is there any concole only titles you want to play? 
On the other hand, how demanding are the titles you're playing on the PC? Upgrading the GPU for games like LoL wouldn't make much sense.

Well stuff like cooling will degrade over time if you never do any kind of maintenance ever, there basic care to be taken to ensure it's on going performance.

....but heat and wear and tear are what cause the gpu to degrade over time? If you took a gtx 280 out of the box now it would perform like new.

While we don't have big conclusive tests, I can safely assume from these two videos: no.
The GPU inside doesn't degrade after (a ton of) use and the drivers stay pretty much the same as well.

No, unlike carbon based lifeforms, the silicon master race does not degrade over a period of decades, instead it takes far longer.
