Voltage does not dictate temperature. Load combined with voltage does. Take that same voltage and apply a load and watch temps shoot right up.
That's part of the reason why people need to stop starting the "did I win the silicon lottery" threads. It's not impressive that a CPU has a low voltage at a moderate overclock. What's impressive is if you can clock it to the highest of clock speed WHILE maintaining a load. Otherwise, what good is the CPU?
**I should add that CPU clock speed has a small impact on temps as well, but it's very small compared to load and voltage.

No, it will not kill your motherboard. If your last board died from locking voltage via High Performance mode, it was going to die anyways.
Keep in mind that you are running within the stock voltage spec for that chip. Do not worry about setting Windows Power Options to High Performance.
It is a better practice to use Balanced when you don't need the extra performance as it saves power and keeps your CPU cooler overall. I overclock my CPU heavily, yet I take full advantage of Intel and Windows power savings features when I'm not torturing the CPU simply because they spare my CPU of unnecessary heat when it's not needed.

Only if the component is overheating due to an external cause. Stock clock speeds are what the manufacturer expects to produce the longest lifespan possible and the best that can be achieved in what they consider safe and stable power draw conditions. Undervolting and underclocking can improve your thermals and power consumption, but it shouldn't affect the component's lifespan.

First of all, you need to create an Alias for each user on DHCP. This will ensure that you always have an "identifier" name for that IP/Machine.
The page looks like this and the location can be seen at the top.
Next, you have to create a limiter. Well, you have to create two. One for download and one for upload. Like so... Make sure that the Enable limiter and its children is checked.
Then create a firewall rule, with the protocol as any, the Source as your alias and then at the bottom with advanced settings, where it says In/Out pipe, put in your limiters. Like so...

If the software you are using is actually outputting a correct cpu temperature, then get the average of all cores, then that is your average cpu temperature.. Don't add them all.

Alternatively if you have a router that dd-wrt supports, you can use QoS and filter by the type of traffic instead of origination (which you can do also). Easier to manage at the gateway vs each individual computer. Actually even stock routers sometimes support some level of QoS out the box.

It depends on your personal preference. If you are shooting things that are far away from you, should get a camera, else S7 will suffice all your basic photography needs. I hope it helps.
