I'd say so at least. I'd be fairly confident when I'd say a 4790k would hold your gpu back if you were to just upgrade that part. You'd definitely see a massive boost in improvement if you upgraded to a 12400f as apposed to reusing the mobo and cpu.
Another issue that might arise if you reuse the mobo cpu combo would be the pcie gen of the 16x slot. While pcie is backwards compatible, you might see a performance dip if you buy a pcie gen 4 gpu.
This is about what id recommend.

I would just consider building an entirely new machine, using existing components where possible (Mainly the case.) and sell everything else on Ebay to recoup as much of the cost as you can. Or just sell the complete system.

I went with a Mini ITX build as it will be a bit more presentable in an entertainment center like on a TV, but if you disagree feel free to change it to something larger.

I sometimes game on my TV as well, I just use a small TV tray like this one with a Logitech G915 TKL and a Razer Orochi. It's better than one of the custom TV made solutions as you can swap the peripherals back to your desk when you're not using the TV. But if you're looking for a custom solution made for TV gaming I'd recommend finding a used razer turret as it's compact enough to not be a huge burden.

    Thanks, I'll check that out!
Didn't realize I could get enclosures like that and put my own drives in them. I'll explore that route as well, thanks for the info!

Not sure what you mean by "disk drive". If an optical drive is desired then a different case will be required. Otherwise get an appropriate capacity Seagate or WD hdd.

I've been an iOS Programmer for a couple years now. Swift is officially supported on Ubuntu, but you'll have a heck of a time getting it to actually work well. Depending on your use case this may be ok. I'd suggest either trying to find an older MacMini that would support it natively, or trying to build a hackintosh. Goodluck!

Your options are basically either buying a cheap use Mac, or renting one online somewhere. You could also try your hand at a non native language like Xamarin which would work for iOS.

You could just buy a pre-made unit from a company like Synology or Qnap. For storing and streaming media, those are more than enough and are simple to use.

BUT if you really want to waste money on those, ( new ones came out so goodluck with the old ones) then get it through bitmain. They are cheapest/make them themselves.

Have you been mining ethereum? a 7950 certainly doesn't make $90 a month.

I own a mining farm, I have to deal with this stuff daily :P.

1080's are AWFUL for mining specifically ethereum, they are very much so unprofitable.
stock they run a 4.7 mh/s (terrible), and with mods and ubuntu they run at 15 mh/s. This is half of what a 290 will run at and you can get them for about $150

Now if your talking about buying some 290's/390's/rx480's/1070's then yes theoretically you'd make money BUT you have to know what your doing with those and ROI certainly isn't guaranteed at this point.

That first part I'm afraid is confidential, as far as storing it I have a commercial space running from a nearby hydro electric dam. Simply a bunch of metal racks holding gpu's with 1x to 16x powered risers.
