Honeslty if you're not gaming as much I'd go for a new platform, preferably Ryzen for the cores since you're into video encoding and stuff. They're still killing the gaming front too.
My suggestion would be to either hop into the 2000-series Ryzen if you get a good deal or the 3000- series if you want the latest and greatest. You'd basically need new RAM, DDR4, and a cooler if you don't want the stock version. Any motherboard will do as long as you get the features you want!

Check your Windows power plan in the control panel while you're at it.
If it isn't a power saving plan causing it, it might be the vrms overheating

Make sure you do your own research, Google multiple reviews of the specific product. Do not just take the word of a random person over the internet.

Standard tower. If you watch Linus' review on that case he does point out there is slightly less front ventilation in the S340 compared to other cases, but I think you should be fine with any open air cooler 1060, RX470, RX480 (if you can find one in stock and at a reasonable price, lol).

If you're okay with used, check 980Ti.
I got mine for $360, 1 week used.
Probably you can find a better deal than me.
980Ti is much better than 1060.
If you want to buy new however, 1060 is the best you can get for under $300, "for now".

Upgrading for the sake of upgrading with no clear goal in mind is ALWAYS a stupid idea.

This looks like the best performing laptop in the price range. Broadwell i3 (i3-5010U) and a 500gb HDD should be sufficient for word and browsers
It's on sale from 499 down to 370. Good deal atm.

Microfiber cloths dont leave "micro scratches" Infact, when cleaning a TV screen, you should use a microfiber cloth so It doesent leave scratches The window on the S340 however Is not as fragile as a TV screen and doesent need any special care. Just take the sidepanel off, clean It with a wet wash cloth and make sure Its COMPLETELY DRY before you put It back on and power up the PC.
