    Have you tried changing video cable? My DP cable that was included with my AOC AG271QG started acting up after 3 years and could no longer maintain 144Hz-165Hz. I then went trough 3 new cables until I found one that has good signal since some of them were even worse than the one included.[

    I have to admit that from the video it does seem kinda like the panel is acting up. Usually a bad cable gets you screen flickers to black or just black screen entirely. But it's worth at least to try.

    Arc A380 is supported on OBS and it can do stellar AV1 and H.264, so recording games on it would be nice. But really you can go with anything on recording games, the recording delay is not that big of a dealbreaker compared to streaming so really crank it as high as you can in terms of bitrate (resolution stick to native for obvious reason) before you hit diminishing return. For me thats around 8-15mbps.

    Technically yes, but it doesn't really provide any benefit for doing so, especially in the way you're trying to. The encoder is on a different part of silicon than the actual GPU cores, so having the encoder running barely affects GPU performance. It can kinda make sense if the secondary GPU was something like a Quadro P600 or P1000, something with NVENC as Nvidia's H.264 encoder is significantly better than AMD's, but if you're using AMD GPUs for both you really should just use the RX 6700 XT's encoder instead.

    I limited the FPS to 144 aka the refresh rate of my monitor but have tried changing the power limit yet, I’ll try that tomorrow

    The 3070 Ti has some great performance, you're right in suggesting the CPU upgrade first.
     
    The RAM could be another potential upgrade after the CPU, depending on what he has installed, but he'd see a big improvement with the newer chip.

    Will it last longer?  Yes, about a year more use out of it.  4070 will be viable for 4 years, 6900xt for 5.

    AVC is really old. The issue is that most streaming platforms stick only to AVC because it's a cheap licence while HEVC has additional costs so despite it being better, it's usually not supported and you have to use x264.
    But YT as far as I am aware allows people to use HEVC (x265) and even AV1 (experimental feature for now).
     
    For Twitch, you're stuck with x264.
     
    And to summarize the difference between those.
    Basically you are limited with the bitrate when streaming (the amount of data you can use) and HEVC and AV1 will give you much better quality at the same bitrate vs x264.
    What this means is that technically you can get similar quality with AV1 1440pp 120FPS than what you can do with x264 at 1080p 60FPS. Obviously, choosing codec is not be all and and all, there are more settings to tweak and there is also a difference between HW accelerated codecs on GPU and using the SW version with CPU (which is way more demanding and slower and not really suited for real time streaming at high refresh rates).

    That's not entirely true. Plenty of games don't care about what resolution you're at, even if you're mostly GPU bound. For the games OP lists, those indie games might benefit from having the extra L3 cache since they might be terribly optimized for proper multicore.

    Both DDR4 and DDR5... I've seen multiple posts almost daily about people having issues with Corsair Vengeance on AM4.

    Yes, stay away from Corsair and their bullshit.
     
    All I can think of is marketing.  
     
    Same reason Bose had such luck selling $500 clock radios, every damn car company stereo, and insane frequency response speakers for decades.

    I'm going to give you this tip based on completely anecdotal information from seeing people build Zen4 for the last 6-7 months. Stay away from Corsair, I cannot understand the stranglehold that company has on people that they flock to it so much but everyone that seems to have memory issues with XMP / Expo working out of the box seem to have Corsair DDR5. Again, I know, completely anecdotal. 
     
    Meanwhile, this G.Skill kit is cheaper than the Corsair EXPO kit and I believe you'd absolutely have a better experience if enabling EXPO and leaving it is what you're after. This particular kit is also almost guaranteed to be Hynix M or A die stuff which is ideal. If you get adventurous later on and explore beyond EXPO, we know it'll overclock well.

    It does matter to a point but more often than not, it does not tell you much. Primary timings usually don't matter nearly as much as secondaries which are often omitted from specs.

    Do you use mainly GPU encoders for video editing? Does the SW you use allow you to use GPU encoders for preview/render? If yes, then there is little to no reason to get 12/16-core CPU and you may as well just stick with a 7800X3D.
    If no, get a CPU with more cores.

    4070 is also quite good, 3080 performance level with less power and better RT/DLSS/DLFG, and 12GB (3080 has 10GB variant)
    3070Ti is not really meant for 4K, lacks VRAM 
    A bit more expensive there's 4070Ti and 7900XT

    Alright, I tried each individual stick and.. nothing so I said screw it and tried to reset the CMOS again, I shorted the thingies because there isnt a button on this mobo, nor is there a plastic jumper that they give you like it says in the instructions, had to use the ol screwdriver short. 
     
    I unplugged the powersupply, and just kind of repeated all the steps until the BIOS showed up again, I configured the ram and this time it just posted like normal, so.. idk what the deal was. I appreciate your advice and now I know to reset the CMOS, and to just buy 2x8gb ram from the start rather than think that 2x4gb would be enough. (It's for my moms PC and I didn't think she would actually use up that much ram, but yknow, chrome...)

    Can't really tell from the photo but technically it should work if it's soldered well. I'm assuming he did it like this because the "legs" of the caps were too short to solder it directly back on the board. IMO, you should find and order this cap online and re-solder it back properly if you can afford being without the card for few days. Or give it to someone for repair, shouldn't be an expensive repair. Caps don't cost that much, you will likely pay more for shipping.

    6700X will be much better for gaming and 3060 for Blender. 
    But just because 3060 renders faster in Blender it does not mean the 6700X is unusable, it's still much faster than CPU rendering.
    For comparison my RX 6800 XT sits between RTX 3060 and 3060ti in Blender render times using Cycles (Optix for Nvidia will render even faster than that though). 
     
    And my 3060ti renders roughly 3 times faster than my old 1080ti.

    Fast Startup is making the PC hybernate instead of making it shutdown properly. It often causes issue with GPU drivers not loading stuff correctly especially if you use variable refresh rate after waking up the PC. 
     
    It does not really change the speed of how fast the PC boots up because SSDs are a thing now. 
     
    Anyways, I always have stuttering issues unless I disable it. Works for friends PCs too. 
    When I got my first GSync monitor 7y ago it also caused games to be stuck at 20FPS for example.
