Im not super huge into product development. I seem to only play video games and watch movies on my current monitor. i own a gtx 1070 so i feel like it can power most games on this panel. is ips and 4k much better? or is the monitor i asked better? 

If you can't drive there, how are you going to pick the item up? Bus? Walk?

Kijiji is ridiculously easy to scam on.
 
My simple advice is:
1. Cash only
2. Pickup only
3. Physically examine item *in person* before paying
 
If you cannot follow those rules, I'd advise you to buy the item on eBay instead, as eBay offers comprehensive buyer protection. 
 
Yes, PayPal also has some basic buyer protections, but it's your word vs them and some people are really creative at inventing fake evidence.

Kijiji really is not the place for by mail transactions.  It just puts two people in contact unlike eBay or something that tracks and contracts the entire transaction.
 
And, well, your profile says 'Toronto' so that means you have a huge range of LOCAL sellers you can access by Kijiji and there are also lots of retro game retailers with brick and mortar locations you can shop at too.

By the way I also had a Thrustmaster wheel once. I can't remember which model but I had used it about 2 years and the brake pedal broke. First I didn't know that and when I was playing I was wondering why the brake pedal doesn't work. When I opened the pedals I noticed that the pedal returning system is a bit bad because it can break very easily and the whole pedal was made from plastic so it was cracked. The G27 is in my opinion better quality product and the pedal mechanism is much better. But do Thrustmaster have that kind of pedal mechanism today because it was older model what I had. Here's a picture what I mean with that pedal returning mechanism: This is G27 and you should get that kind of pedal mechanism because it's more durable.

 
 

Yes it is and the G27 has it. Also the G29/G920 has force feedback.

You can look at the T300RS Gt edition, pretty good and comes with the T3PA pedal set (3 pedals). I was looking to buy a g27 but when I saw the difference I went with the t300 instead. The force feedback is better than the G27 as it's a belt driven by a brushless motor, it delivers smoother feedback. I tried the G27 and found it was a little too clicky......

I know two great options. The Logitech G27 which I currently have. I'm not sure about the price because I bought it 2 years ago and I live in Europe but it's a great wheel. For me it cost about 200 euros which is about 290 CAD so it fits your budget and it comes with a shifter unlike the second good option G29 or the G920 (G29 compatible with PC and PS4 and G920 with PC and Xbox One). G29/G920 doesn't come with a shifter but you can buy one seperately. The pedalset that comes with the G29/G920 have clutch pedal though. But this is my opinion. Feel free to ask if something is unclear.

If you have to spend 110 to get faster, yet cheaper on a monthly cycle, broadband, go for it. See how long it takes to balance out the short-term with the long-term and base your decision on that.

Looks like the parts will fit within the cases you provided in the links. Make sure you look at the dimensions of a aftermarket cooler and the graphics card too see if they will have sufficient space within your case in order to avoid the follow.

Sorry to say, but the monitor above is 1920x1080. Also, unless you want to drop a WHOLE lot of money you won't be breaking 60hz on 4k. Also, you need a pretty good graphics card to game at 4K, do you have one?

You might want to consider waiting until then. 

Wait for 1080Ti. One 1080 is still marginal for 4K. Also, 1080 price will likely drop when 1080 Ti launches.

Why not get a 1080 and add a 1080@X panel? It's what I'm using right now.

If your going to game on multiple monitors in 4k you may even need multiple 1080s 0_o
