An air cooler would be sufficient for your needs.

Depends on how lucky you are... silicon lotery. If you chip is good then yes.

H60 is prety bad cooler IMO rather get be quiet! Shadow Rock 2. It is cheaper, it is more silent, it performs a lot better. Just make sure if it can fit your case.

NH-D15 is amazing i have my 4790k at 4.94ghz on it

Stay away from 120mm AIO's unless you have an ultra small case and don't have enough room for a half decent air cooler.

For roughly the same price you could get a Phanteks PH-TC14PE which would be more than adequate, and actually perform better than the H60.

thats not a moderate OC. the stock of that chip is 3.5Ghz. your gonna be pushing it 1+Ghz above what it normally runs at. mine is at 4.8Ghz on a H110i and seems pretty happy with it. id go with the H110i seeing as if youve never OCd before when you see the speeds you get from it your gonna want to go faster! the H110i is way overkill but it will let you have more room in the future to OC then getting one that "just does the job now"

thats not a moderate OC. the stock of that chip is 3.5Ghz. your gonna be pushing it 1+Ghz above what it normally runs at. mine is at 4.8Ghz on a H110i and seems pretty happy with it. id go with the H110i seeing as if youve never OCd before when you see the speeds you get from it your gonna want to go faster! the H110i is way overkill but it will let you have more room in the future to OC then getting one that "just does the job now"

i had 4.3 on the stock cooler with my 4670k so...

I've had both the nh-u14s and the h100i. The noctua was quieter but the corsair has lower temps. However I have a 5820k which puts out significantly more heat than a lga 1150 chip. So for me the noctua was just barely not enough (spikes into 85C+ under full load). With lga 1150 noctua or be quiet or any large air cooler would be adequate.

At 1.2v a hyper 212 evo will do 4.5ghz at around 20°c ambient, anything over 1.2v is too much for it. The h60 or any 120mm liquid cooler isn't worth the cost unless you can't fit anything bigger and can't get a decent air cooler. If you want liquid cooling, I'd recommend looking at dual 120mm (240mm) kits, or at the very least a thick 140mm kit

well maybe if you looked online you'd see the performance of the u14s and the d15 is almost identical. The problem with all air coolers is they get bottle necked by the heat pipes ability to transfer heat. In other words when under full load the fins aren't very hot to the touch as the high temp is localized at the bottom of the heat sink. 

 

water cooling solves this problem because it transfers the heat away much faster from the heat spreader.

I might be wrong i don't deny that but what i could find is that the u14s in full load will hit 63 and nhd15 will hit 57.Again...what you say is true so perhaps for a cpu that outputs more heat a water cooling system will be better.Not sure about the bottleneck but sounds logical.
