GTX 960 fan isn't spinning ?

Cool thanks a lot guys, i wasn't aware of this. 

my EVGA GTX 960's fan only spins when i power on the pc.  spins for about 15 secs and stops.  This is a brand new card.  This means card is shit? 

 

Could it be my PSU? ive been hearing a weird buzzing noise from my psu.  600w corsair psu

No, EVGA's cards have the zero-RPM mode. If you put the card under heavy load, the fans should spin up to cool the card.

might be coil whine. try cleaning out your psu, if that doesn't fix it, then it is probably coil whine. coil whine won't cause any damage, and most manufacturers won't issue an RMA over it.

Most likely coil whine.  It's normal and you'll probably have to live with it, unless corsair is really nice and lets you RMA it.

My life is consumed by CS:GO, even though I'm not exceptionally good at it.

Don't spread false information. Coil whine is not an indicator of a failing component or dying component.

The card: EVGA has a 0db mode like the Strix, perfectly normal unless it doesn't spin up when it's being stressed.

 

The PSU: Probably coil whine, not much you can do about it really. See if you can RMA it but there's no guarantee that the manufacturer will replace it as coil whine isn't exactly a problem, it's more of an annoyance but not all companies will replace it because of that. That being said you don't need to replace it, it's still perfectly fine.

But if coil wine bothers you there is no way of getting rid of it

PSU is not defective in this case
