Yeah, I wouldn't worry about uber tier hardware for Blender. Unless you are doing some pro level work that requires mad hardware, I think you'll be fine.

So I'm looking for a card for blender for my brother. He has to do some modeling stuff, spending around $150 (USD, America) and wondering if a Quadro K600 or a gtx 750 ti? or would a radeon  card be better?

Quadro would be better for blender but it can't play games that well.

I'd say cheap Firepro cause I don't think Blender uses CUDA so the extra open GL abilities might help but yeah probably the Quadro

A friend of mine who is only 19 does nice work in Blender and she's only using a midrange radeon...so, the lack of a quadro is clearly a non issue at all. My girlfriend can even model off of onboard crappy graphics. I'd just get a standard Geforce if it's just for Blender, honestly.
