Yellow good om CPU block

Hey, lately (for some days) my computer have been running really bad and not been able to perform optimally lately. It puts out an average of 10 fps in Cities:Skyline and I am unable to start any new games (FH4, PUBG etc.)  I am also unable to watch YouTube or even check Facebook without it lagging.

I opened it and looked around. I found some yellow/white ish goo on the corsair water cooler for cpu block. It wasn't liquid, it was solidified.

Hopefully someone knows what is causing this problem and knows how to fix it.

That is leaking fluid, and its very gunged up by the looks of it. Take out your cooler and send it back to Corsair if it is still under warranty. DO NOT RUN YOUR SYSTEM WITH THIS IN THIS STATE. It could leak and damage components or not cool your system enough so that it over heats

I'll repeat it once more. DON'T turn the system on anymore before you've replaced the cooler and thermal paste.
