pairing a 1070Ti with a Ryzen 7 2700x

so i always use a bottleneck calculator to make sure that there was nothing wrong with the GPU and CPU I set up.
I didn't feel a need to since these are both pretty decent pieces of hardware but whe I did it clains the GPU is too weak for the CPU and will produce a 10% bottleneck.
How and why? will an underpowered GPU really bottleneck the system?

TLDR, no bottlenecks with a 2700x and any GPU out there beyond games that are horribly optimized for multi core support on CPUs.
