Bottleneck ideas?

Hello I seem to be having an issue somewhere in my system and I’m hoping someone can help figure out where. First off here is my rig:

5820k OC 4.5 @ 1.38v on a full custom water loop

16 Gb of ddr4 @ 3000 mhz

2 Titan X Pascal in Sli on their on custom water loop

Asus Sabertooth x99 mobo 

 

the issues i am having are very te very poor frame rates especially in 4K. If I drop the resolution scaller in games to say 70-80% I get a stable 60+ FPS. At full 4K I get anywhere between 30-45 FPS. For example watch dogs 2. I can run the game at ultra settings minus the AA which is turned off and I only get 45 FPS. If I move the details slider all the way up (my FPS should drop since it’s supposed to be demanding) my FPS still stays at a solid 45. If I move my resolution scaled down to say 70% I can achieve 60 FPS. With this game temporal AA is disabled by default and can’t be enabled.

 

with all that said I’m thinking I have a bottleneck somewhere. I was thinking cpu but from what I’ve read the 5820k at my posted oc should be fine. I don’t think it’s ram either but I’m at a loss on what’s holding back my two cards. Any insight would be greatly appreaciated before I save up for any new hardware.

Your bottleneck is Watch Dogs. IIRC it's hilariously un-optimized

if you want to know what your bottleneck is monitor cpu and gpu usage in game. 

 

if cpu is at 100% OR a few core's/threads at 100% (because poor multi-thread usage in games) then it's the bottleneck. 

if gpu is at 100% it's the bottleneck.

You guys are absolutely right! My cpu is around 70-90% most times while playing. If I turn off vsync and limit my FPS to 60 I can hit it no problem and my gpu usage goes way up. WTG Ubisoft. Thanks for all your input saved me from having to save up for a new cpu architecture and motherboard!

Watch Dogs is poorly optimized. What about other games?
Do you have the QuadChannel memory activated?

I have memory in all the slots. Others games under perform too but in all honesty they are are all Ubisoft games likes wild lands, far cry, and the Assasins Creed series. Mass effect andromeda does this to a point but not as bad the other games. But then again it is 4K just expected a bit more out of two titans in sli.
