Think of it threads as roads to a factory, if one has a traffic jam, the other can still deliver materials (code) to the factory (core).

It's the number of processes it can have running at the same time. Having more than one thread per core helps improve utilization of the CPU core's hardware - like if one process isn't using the FPU, then the other process can use the FPU. Or if one process is stalled, waiting for fresh data from RAM, the other can still keep going.
