What kind of games ? 
Just so you know, GT 1030 is entry-level Graphics Card and is not meant for gaming.

You can open youtube and type "gta 5 on gt 1030" and see for yourself.
But judging from the type of games you want to play and I suspect you'll game on 1080p screen, the answer is, No you can't play them with 30+fps on that PC.

You'd be better off with a used console, which would probably cost about the same.

The GT1030 isn't a very powerful GPU, but it depends what you're playing on. If you can deal with low settings, you can likely play the games.

It's meant for gaming...not all games require high performing GPUs.

From what I saw on Youtube, you can play GTA 5 with this card, above 30 fps, as it's not the DDR4 variant which is less powerful. Cheers

You can play more than a side scroller on this GPU. You can play many, many indie games, and tons of League type games as well.

That can handle epsorts titles but I doubt you can play AAA titles without sacrificing eye candy and probably at a lower resolution.

 

Do you have any preferred resolution to play those games you mentioned above?

 

Also, try to get a cheap i5 or i7, that could still help in gaming.

why would i get a gtx 750 if you compare them they get the same performance and 1050 isnt worth spending 150 for when you get very simlar performance all thought the 1050 would win i do have a smaller build with a mobo that only supports 50 watts through the pcie

They're quite cheap nowadays especially the non-K ones. It's a welcome improvement from the 3rd gen i3 you have.  Heck a used Sandy Bridge i5 or i7 would be an improvement over that.

 

Also, if you're in the U.S. or Canada, I think you can get these used items real cheap.

Can you read ? Since when entry level cards are meant for Triple A gaming ? Since when GTA 5 is a indie game ? Make up your mind, yes E-sports games tend to be easy to run on most PC systems as they need a large player base for the competitive scene.

If that was such a powerful GPU that we can game on 1080p 60fps people would buy it rather than buying, let's say 1050ti/1060.

I Agree with you. it is a entry level card but before this i came from intel hd 2500 and so getting console performance blows my mind lol
