GTA 4 Win 8 plus high end card, can't change graphics settings

Purchased on steam sale, was aware there would be issues with a new system.

 

First problem, can't log in to my social club account in game ( can through web browser )

 

Moreover, the menu screen im greeted with is laggy as shit, and the game seems to think i have low system resources and won't let me change anything. 

 

Any owners of the game, w/ a gpu that has more than 2gb vram please provide some input. Looking for a solid fix. May be late to reply, but thanks ahead of time.

If you put a txt document called commandline.txt in the Rockstar Games\EFLC and put -norestrictions in the .txt document it should work but i don't know how to fix the rockstar problem sorry.

I had the same problem before. It's been a while since I messed with it so I'm not 100% positive on this. I think you have to go into the config file for it and change the vram amount to 2.5GB. Something like that.

As for the social club thing, I had to install a 3rd party modified file to get it to even work. Even then it barely works. GTA 4 is an insanely shitty port.

Its an issue on WIndows 7 as well.

That's because your GPU doesn't have more than 3GB of ram.
