Do i have to reinstall Windows 10? Changing components

Current mobo & Cpu : Core i7 8700k + Asus ROG Strix Z370-F Gaming

Soon to be arriving mobo & Cpu : Core i7 8086k + Asus ROG Maximus X Formula

 

If i just exchange the board and cpu while retaining the SSDs and Memory, do i have to reinstall Windows or can i just boot up and just use my pc as per normal.

I'd reinstall. When you change the Motherboard it is best to reinstall windows.

Can i just reinstall the OS on a new M.2, and keep using the softwares I installed on my D:, E: and F: drive?

I would just try it without reinstalling. Windows 10 is supposed to be good with changing hardware.
