We need a little bit more information though:

 

What speeds do you obtain on your other devices? And what are those other devices?

What router do you have? How is your home network infrastructure looking like?

What is the theoretical speed you should reach according to your ISP?

How is your home network configured? Meaning, what sort of routers, modems, and/or switches are you using, and what kind of cable is used to hook them up?

Who is your ISP? Do they do cable, DSL, Fiber, WISP, LTE? 

I just want to sit back and watch the world burn.

From what i am reading you're on ADSL and you are provided a maximume of 12mbps. You can't do anything else than paying more for a better connection
