I have a pretty shitty pc, here is my spec. 

 

Windows 10 Home 64 

CPU: i5 3350

GPU: NVIDIA GEFORCE 1060 3G 

RAM: 2X4 GB 

Board: Asustek CM6731_CM6431_CM6331

 

I was wondering if its worth upgrading components or if i should just buy/build a new one. Thanks.

it's not that shitty, many worse machines out there.

 

Depends on what you play/use it for and how much you can spend

It's worth upgrading. A i7 3770 would do fine, along with a GPU upgrade. Maybe a RAM upgrade too. What's your budget?

At that point, you might as well just build a new rig. You could easily grab an 8700K and a 1080Ti with that budget.

What frame rates are you trying to target in what games, in what resolutions? How long do you want the system to last?
